HB 2106 – Dog Training/Land Use Permit Extensions: What do dog training facilities in Lane and Washington Counties have to do with extending permits to build houses in rural areas? The answer is absolutely nothing, but this bill has both ideas shoved into a single bill.
HB 2106 allows a property owner of land zoned for exclusive farm use (EFU) to conduct dog training classes. The classes can be held either outdoors on within non-residential structures, provided the structure was constructed on or before January 1, 2019. The bill also amends ORS 215.417 to allow up to five additional one-year extensions for building permits issued for most types of rural dwellings on EFU or forest zoned properties. This bill is small, but significant for those property owners impacted.
